What is a CSP?
The Community Strategic Plan (CSP) is the highest-level plan that Councils undertake, it is a key component of the Integrated Planning & Reporting Framework. It is written on behalf of the community to represent their main priorities and aspirations for the future and to plan strategies for achieving these goals. It guides all remaining strategies and plans written by Council including the Delivery Program and Operational Plan.
Creation of the CSP is led by the Mayor and Councillors and through engagement with the community. This is the community's plan for its future. Council will have a custodial role in engaging, refining and preparing the plan on behalf of its communities. As it is possible the communities will identify aspirations that are not council's full responsibility role to implement, Council may need to partner with state government agencies and community groups to deliver the plan.

The Community Strategic Plan addresses four key questions for the community:
These questions help identify the community's vision, aspirations, and priorities and establish baseline targets, strategies, and measures to aid performance monitoring and reporting.
A key focus will be the development of a set of Community Indicators. These key data points will help bring the CSP to life and the community an insight into what is happening across the Shire in a range of economic, social, and environmental areas.
Council is currently seeking input from all stakeholders to review this long-term plan for the Shire's future.
Why do we need a Community Strategic Plan?
Under legislation, NSW Councils are required to develop a CSP so that council and community are working in the same direction.
The Plan also provides a way for Council to be accountable to the community and the State Government by reporting annually on its implementation.
The Community Strategic Plan is not static. A full review is required every four years with a minor review every two years.
The implementation of the CSP is supported by a suite of integrated plans that include actions to support the strategies identified in the CSP.
Delivery program - 4-year plan that sets out the strategies from the CSP that will be priorities for the current council term.
Operational plan - annual plan containing detailed actions from the Delivery program.
Resourcing strategy - a suite of 3 key plans that support the implementation of the CSP:
At the end of each council term a report is provided to the community outlining progress towards the achievement of outcomes identified in the Community Strategic Plan.
As the highest-level strategic plan council will develop it is recommended that council uses a multi-disciplinary team to manage and implement the integrated planning process.

Who can participate in the Our Narrabri Shire 2035 - Community Strategic Plan
All residents, ratepayers and visitors to the Narrabri Shire local government area are encouraged to have their say on the future through the Our Narrabri Shire 2035 - CSP consultation process. This can be done through the online survey or at one of our pop-ups.
How will the CSP be developed?
The CSP is developed through consultation with our community. This work began in 2024 and will continue through until early 2025 Our Council team will be out in the community at public events, schools, meetings and forums.
Input from our community has also been gained through the creation of Community Plans; outcomes from other recent council consultations; state and regional plans; Australian Bureau of Statistics data; and consultation outcomes with various community networks and groups.
Who owns the CSP?
The Plan is owned by the whole community. Council is the custodian of the Plan on behalf of the community.
Whose responsibility is it to implement the plan?
The responsibility for making the long-term community vision a reality rests with us all. Council looks forward to working in close collaboration with our community, key partners and stakeholders in making our region an even better place to live, visit and invest.
Why is it important?
Your comments will inform the 2035 Community Strategic Plan (CSP). While 2035 may seem a long time away, we need to plan now to make sure we continue to sustainably support community life in Narrabri Shire and into the future. The CSP will become the ‘ultimate road map’, guiding how we anticipate and act on the issues that need longer term solutions.
Why should I get involved?
If you live, work or play in Narrabri Shire, the outcomes delivered through the CSP will impact your everyday life in the shire at some point. Whether your concerns or ideas are big or small, your input will help drive us in the right direction over the next 10 years.
The CSP is your opportunity to impact our focus and activities over the next 10 years. It’s a chance to prioritise what matters most to our communities to ensure we are addressing our challenges proactively to make Narrabri Shire of tomorrow, next year and 2035 a better place.

Our Narrabri Shire 2035 - Community Strategic Plan allows us to consider what we love about where we live, what we would like our future to look like, and how will we get there.
Will my answers be made public
Your privacy will be respected at all times. Survey responses will be de-identified and shared as highlights in the Community Strategic Plan, but they will not be attributed to an individual. For transparency Council will also table a public report with the CSP to share the results of community engagement. No personal information will be included in this report.
How can I share the survey

Please pass on the survey link to your friends, family or interested groups within Narrabri Shire Council. We’re keen to hear from as many people as possible.
What if I know someone that wants to contribute, but doesn't have access to a computer?
Computer and internet access are available at any Council’s libraries (Boggabri, Narrabri and Wee Waa). A paper version is also available at Council Administration office (Narrabri), libraries (Boggabri, Narrabri and Wee Waa) and our pop-up stalls around the Shire.
When does consultation finish?
Consultation for the Community Strategic Plan finishes on 19 January 2025 @ 6:00pm.
