Now on Public Exhibition: Draft 2025/2029 Delivery Program and 2025/2026 Operational Plan and Budget
Consultation has concluded
Following the endorsement of the Narrabri Shire's 2025/2035 Community Strategic Plan, Narrabri Shire Council is pleased to present the following draft documents for Public Exhibition:
- draft 2025/2029 Delivery Program
- draft 2025/2026 Operational Plan;
- draft 2025/2029 Resourcing Strategy:
The draft Delivery Program and draft Operational Plan are structured around the same four goals of the Community Strategic Plan:
- Our Society - An empowered, inclusive, and connected community
- Our Environment - A sustainable and compatible natural and built environment
- Our Economy - A strong, diverse, and sustainable economy
- Our Civic Leadership - Council as strong leaders for the community
Narrabri Shire Council’s draft Delivery Program is a four-year plan that guides the work of our elected Council over its term and is reviewed annually alongside the development of the annual Operational Plan. It outlines the strategies Council will focus on between now and 2029 to move us closer to achieving the goals set out in our Community Strategic Plan – the community’s shared vision for the future of our Shire. Supporting this, the draft Operational Plan details the specific actions, projects and services Council will deliver in the 2025/2026 financial year. These actions align directly with the strategies in the Delivery Program, ensuring a clear line of sight between long-term goals and day-to-day operations.
The Resourcing Strategy underpins the Community Strategic Plan by outlining how Council will responsibly and sustainably use its time, finances, assets and workforce to deliver on community priorities. This includes the 10-year Long-Term Financial Plan, four-year Workforce Management Plan, 10-year Asset Management Strategy, four-year Plant and Fleet Management Strategy and four-year Digital Strategy. Together, these plans provide the framework for how Council will manage its resources and adapt to future needs and opportunities.
For the Narrabri Shire community, these documents are important because they provide a transparent roadmap for what Council will deliver, how it will be resourced, and when it will happen. Whether it’s upgrading local roads, improving digital services, supporting community programs or planning for future infrastructure, these plans help ensure Council’s work is focused, accountable and aligned with what matters most to our residents. By clearly setting out our intentions, we invite the community to see how their priorities shape Council’s direction and to stay informed about how public resources are being used to build a stronger, more resilient Shire.
For the 2025/2026 financial year, Council is scheduled to spend more than $23 million on capital works across the Shire, including:
- $11 million on road maintenance and repairs;
- $1.75 million on the water and wastewater asset renewals and replacements;
- $401,000 on Aquatic and Entertainment Facilities;
- $110,000 on the Narrabri Airport;
- $200,000 for Masterplans for Sport and Recreational Precincts; and
- $330,000 on parks, open spaces and cemeteries.
Public Exhibition
At the Ordinary Council Meeting on Wednesday, 14 May 2025 Council endorsed the above-mentioned draft documents to be placed on Public Exhibition for a period of 28 days (until 5:00pm Thursday, 12 June 2025).

Submissions are to be posted to the General Manager, Narrabri Shire Council, PO Box 261, Narrabri, NSW, 2390 or emailed to the General Manager at council@narrabri.nsw.gov.au.

Submissions will be considered by Council at the June 2025 Ordinary Council Meeting on Wednesday, 18 June 2025 commencing at 5:30pm.
