The first Aquatic Facilities Management Policy was adopted at the 15 October 2025 Ordinary Council Meeting. The policy has an error whereby we restrict unsupervised child entry to fifteen (15) and above. This should be twelve (12), in line with the Aquatic Facilities Management Plan and closer to the Royal Life Saving Society's minimum standard of ten (10) year's old.
The first Narrabri Shire Swimming Pool Operations Plan (“Plan”) was established in 2006 to provide Council Staff with guidelines on how to operate its three (3) pools. The Plan was intended to provide Council staff with the ability to make consistent decisions with confidence. Since that point in time there have been several reiterations and improvements. The Plan was updated in 2015 and 2020.
The Aquatic Facilities Management Plan, as it is now called, provides the necessary instruction for Council staff to consistently administer the routine functions of its public aquatic facilities and provides a transparent means for the public to understand the process.

Improved safety outcomes
Greater governance
Minimal ambiguity
